feat: 初始化项目结构并添加基本配置

- 新增 Vite、React 和 TypeScript 的基础模板
- 添加 ESLint 和 Husky 进行代码检查和提交钩子
- 创建基本的 HTML、CSS 和 TypeScript 文件
- 配置 tsconfig 和 Vite 相关文件
